Why Mandatory Health, Life, and General Takaful?
Takaful, rooted in principles of mutual assistance and shared responsibility, offers a sustainable solution. By making Health, Life, and General Takaful mandatory for all Pakistanis across provinces and cities, we can:
- Safeguard health and livelihoods during times of crisis.
- Ensure equitable access to healthcare and financial protection.
- Promote social solidarity by sharing risks collectively.
Islamic Foundations Supporting Takaful
The concept of Takaful is deeply embedded in Islamic teachings, emphasizing cooperation, mutual help, and protection of the community. The Quran states:
"And cooperate in righteousness and piety, but do not cooperate in sin and aggression." (Surah Al-Ma'idah 5:2)
Prophet Muhammad (peace be upon him) also said:
"The believers, in their mutual kindness, compassion, and sympathy, are just like one body. When one of the limbs suffers, the whole body responds to it with wakefulness and fever." (Sahih al-Bukhari)
These teachings underscore the moral imperative for collective risk-sharing and support, which Takaful embodies.
Legal Context in Pakistan
Pakistan’s legal framework increasingly recognizes Islamic finance principles, including Takaful. The Takaful Rules, 2012, issued by the Securities and Exchange Commission of Pakistan (SECP), provide regulatory guidelines for Takaful operations, ensuring Shariah compliance and consumer protection.
Moreover, the Constitution of Pakistan guarantees the right to health under Article 38(d), which mandates the state to provide basic necessities of life, including medical relief, to its citizens. Mandatory Takaful aligns with this constitutional obligation by offering a structured, equitable mechanism to fulfill this right.
Funding Model: Shared Responsibility
To make this vision a reality, the government should bear 95% of the cost, with the remaining 5% contributed by citizens through a small tax collected by a regulatory body. This model ensures:
- Universal coverage without burdening the poor.
- Transparency and accountability in fund management.
- A sustainable system that protects every citizen.
The Right to Healthcare
Every Pakistani deserves the right and privilege to receive the best healthcare. Unfortunately, some hospitals established with missions to provide free healthcare are now overcharging patients. This betrayal of trust calls for government intervention and corrective measures to ensure:
- Free and easy access to healthcare facilities.
- Strict regulation of hospital charges.
- Enforcement of mission and vision commitments by healthcare institutions.
Quranic and Hadith Support for Justice and Fairness in Healthcare
Islam places great emphasis on justice and fairness, especially in matters affecting human life and dignity. The Quran commands:
"O you who have believed, be persistently standing firm in justice, witnesses for Allah, even if it be against yourselves or parents and relatives." (Surah An-Nisa 4:135)
The Prophet Muhammad (peace be upon him) said:
"The best of people are those that bring most benefit to the rest of mankind." (Daraqutni, Hasan)
These principles demand that healthcare services be accessible, affordable, and administered with integrity.

Mandatory Takaful is not just a policy—it is a moral obligation rooted in our faith and legal commitments. By implementing this system, Pakistan can:
